e-SUGAM in Karnataka | Online Goods movement permit | Electronic simple uploading of Goods arrival and movement

e-SUGAM in Karnataka:
New e-sugam notification is issued on 25/01/2011 which comes into effect from 1st of Feb 2011 for quick clearance of goods at the check-posts. the notification is after due consideration of the feedback of the dealers and the Field officers of the department of e-sugam.

Salient features:

1.The list of good s notified for mandatory uploading in the department website :

http://vat.kar.nic.in/  or vatkar.gov.in   at the time of sale has been expanded to 20 goods which are as under:

1.Acrcanut 2. Cardamom 3. Cashew 4. Coffee seeds 5. Cotton 6. Edible oil including vanaspathi
7.Flooring / Wall tiles of all kinds 8. Glass 9. Granite/Marbles 10.Gutka 11. Iron and steel
12.Oil seeds including coconut and copra 13.pepper 14.Plywood , veneer 15.Rubber 16. Scrap of ferrous and non-ferrous metals 17. Timer including Eucalyptus and casurina 18.Ores of all kinds.19.All kinds of electrical goods including appliances 20.All kinds of automobile parts and accessories

  • All taxable goods which are transported for purposes other than as a result of sale are notified for mandatory uploading in the department's website at the time of dispatch.
  • Goods notified for out of state movement are 13 in number
1.All kinds of automobile parts and accessories
2.All kinds of electrical goods including appliances
3.Cement
4.Dry fruits
5.Edible oil including vanaspathi
6.Flooring / Wall tiles of all kinds
7.Glass
8.Granite/Marbles
9.Gutka
10.Iron and steel
11.Machinery of all kinds
12.Plywood , veneer
13.Timer including Eucalyptus and casurina

The validity period of the e-SUGAM once uploaded is prescribed depending on the distance between the place of origin of the goods and the destination of goods which as under:

1)If the distance from the origin of the goods to the destination is less than 100kms - Validity period is 3 days from the day of upload

2.If the distance from the origin of the goods to the destination is between 100kms to 500 kms - Validity period is 5 days from the day of upload.

3..If the distance from the origin of the goods to the destination is above 500 kms - Validity period is 7 days from the day of upload.

I. Steps:

1. Login to the Commercial Tax Department web-site http://vat.kar.nic.in or http://vatkar.gov.in/ or http://164.100.80.20/vat505 using the username and password.

2. In case of the first time login, the system will show some informative screens and ask user to enter his choice of username and password. Please note down the username and password entered by you for your further logins. The system asks you to enter your contact information.

3. Please change your password as often as possible and keep it safe and secure and do not part with anyone.

4. In the main page various options are displayed. Here, select the New Entry option in Online e-SUGAM menus.

5. Next enter the e-SUGAM form details and save by pressing SAVE button. You can also click ‘SAVE & SUBMIT’ button directly here to skip the next step.

6. Now, select the Submit option in Online e-SUGAM menus. The list of the save transactions details are shown. Click on the select button against the transaction to be printed with e-SUGAM.

7. System shows the transaction details, verify and submit by clicking the Submit button.

8. Now system shows the e-SUGAM Serial No for the submitted transaction. Here click on Print button to print the e-SUGAM forms.

9. Now, e-SUGAM form can seen on the screen and take print out by clicking print option at file menu of the Internet Explorer option.

10. If a print is taken without mentioning the goods vehicle number and other related details of transport of goods, then please fill up the relevant transport related particulars, attest the same and obtain the signature of the driver/person in charge of the goods vehicle. Please take care to affix signature of consignor or agent or manager before dispatch of the goods.

11. The dealer can also upload the e-SUGAM forms in bunch in XML form. The XML file format and sample file is given below.

12. Dealer can also update or delete the transaction before submitting the form.

13. Dealer can take the copy of the e-SUGAM form or e-SUGAM Serial No. for verification in the checkpost.

14. In case of return of goods or movement of goods after submitting e-SUGAM form, then dealer can click the CANCEL button and enter the Serial Number of e-SUGAM or date of submission to select the required form. Now, enter the reason of the cancellation and click the CANCEL button. Again enter freshly that transaction for cancelled form, if required and generate new e-SUGAM for the transaction.

THEY MAY AFFORD ONE PERSON TO WORK FOR E SUGAM BUT MOST PERSONS DONT HAVE THAT MUCH BUSINESS IF HAVE ALSO OCCASSIONALY. BUSINESS PERSONS DONT KNOW INTERNET BLAH BLAH BLAH.   5. al this is shere waste of time, and making life miserable for business community , we realy need to protest against such laws. i am into electronics business, i am ready for such protest. all v business community should stand united against it.its time to raise our voices and be heard. this is the most corrupt state for sales tax, as the govt here does not have any other revenue to fill their pockets.

  16. The validity period is given if by chance the vehicle meets with an accident or it is repair and the material is late then again bribe the officers and pay fine also. Recently my 3 wheeler was caught by the cops. I had to bribe the cops by 100 and pay a fine of 100 total i landed paying 200. The same is going to happen with e sugam also

The Govt should answer why it is being introduced, what are the merits/de-merits, what are the benefits for the business community etc. Simply introducing one rule or other and cancelling it without any intimation makes the govt a laughing stock. The govt is voted by the people and all new rules should have the support and favour of the public. This is new way of earning under the table. long live our corrupt babus.

Why BJP Guys have been turning anti Business people community..The E sugam site has lot of bugs .this bald dick head yeddiyooorappa does only two things ..Cry like a woman for anything to everything and then mind less acts to kill business in karnataka ...The excise rule tells the goods be removed within a stipulated time after the invoice is made ..But Power failure Internet server problems delay E sugam form creation. The E sugam forms do not open in windows 7..Now if i call this Bangalore informatics does not have a single dedicated line for customer grievances...yeddi is busy in operation kamal ..All the life time i voted BJP but not next time ...why the hell this most corrupt man is still in cheap minister he must have eaten millions from this Bangalore informatics center ....The dirty BJP guys are u listening

I am transporter 27states in india all the states have their own rules and come out with different forms and numbers, it is nothing but pain to transporters to keep awake them at night, why not GST and CST numebrs are used all over india to track sales invoice of each and every number and get rid of all these state new sales tax number.

  47. Current VAT System loopholes in INDIA Vs European countries which most of the people are not aware about and not debated in parliment nor in public.

    In other countries as I know have only the VAT system and no other indirect taxes applied to their citizens.

    VAT is Central based which applies Centrally for all the states where as in INDIA its applied on each state wise which would cause trading between states many problems and benefit in getting more bribes for sales tax officers

    As I know few of the states in the Country where unable to implement New VAT system because the people(Whole Salers, Corporates, Retailers) rejected due to the its loopholes. .

    I would like to provide one of the reference which is Rajiv dixit (VAT) in youtube which reveals few facts and loopholes in VAT in INDIA which benefits the Govt. I would like you to consider the facts and information related to VAT only from the above reference which i commented.

    As a Sales Guy i've lost my 3 Quarter Incentives because of server down and we were not able to get E-suagm form to get the stock in time for month end billing.

    If govt is not able to serve better why is this JUNK system introduced.

    Am one of the affected guy but there will be lacs affected like this

  54. Any idea of the penalties to be levied if E sugam expires for goods upto 500 km as our vehicle got breakdown and reached check post late and what all sections to look out for.
    Sales tax check post Insp not ready to accept another E sugam number if earlier one expired. can some body explian this ambuity or not operable as a solution for expired Esugam .Penalty woth 42 % being told to driver who does not understand the intricacies of the Esugam at all.Some advice please.

ADDED FURTHER LAWS TO ADD THEIR POCKET MONEY FOR THEIR SPOUSE. WHAT IS WORTH OF RS 20000/- NOW. NOTHING. SCAM FOR CRORE OF RUPEES WITHOUT E-SUGAM AND FOR BUSINESS MAN............????????

  59. It seems Government of Karnataka does not want dealers, we are on the mercy of officers and those people seating in AC chambers do not know the ground realities. For them it is only a notification but they are not bothered about the impact of this. Many dealers do not know the basic of Computers and now a days what will come in Rs.20000/-. For them all the dealers in Karnataka are corrupt. We should take the matter with higher ups in Government.
